According to a statement, there would be two types of schemes under the pre-paid service. Recharge vouchers, validity extension vouchers and top-up cards of various denominations would also be available.

The main advantage of the pre-paid service is that the customer would have a better control over the usage and there would also be roaming facility, said the statement.

total 54 towers, it has installed 37 here and users will be able to get the facility in the first week of January.

An official of the department said, “Till now under Wifi system, a subscriber gets a limited speed that is restricted only to one room, but with this, speed will be faster. The max service will work on the same principles as that of mobile phones and the department will be installing range towers to serve the purpose.”

He added, “With this system, the problem of traffic load will come to an end. Also, it will help the department in allotting more and more broadband connections which was not possible earlier in case of landline connected broadband service.”

Notably in Ludhiana district, there are 30,000 broadband users. Officials hold that the technology would not only contribute towards good speed, but also give subscribers an option to use it anywhere, as all these towers would be installed at a distance of 15 kilometre.

Talking to TOI, CS Bhanot, BSNL general manager, Ludhiana, said the department planed to introduce this service in the district in the first week of January as out of 54 base transmitting system, 37 transmitting towers had already been installed and work on others was under way. Bhanot added, “On taking the connection, the subscriber will be issued a number and while using the broadband, that number will be used as password and the charges will depend on the usage.”

BSNL launches 3G telephony in Itanagar

ITANAGAR: BSNL on Saturday launched its 3G mobile telephony here today enabling the people to avail video, voice and web access at a great speed.

Launching the service R Sanyal, Chief General Manager of BSNL NE-II telecom circle, told reporters that the 3G service would be extended to some other district towns including Pasighat within a few months.

Replying to a question, Sanyal expressed hope that prepaid mobile service would not be withdrawn from north eastern states as was done in Jammu and Kashmir to contain its misuse by militants there.

He said BSNL was imposing fine on different telecom companies for accepting wrongly filled forms and fake documents from customers.

BSNL launches video calls at 30p/min

STATE-OWNED BSNL has got bids from five companies—Adishwar India, Ampoules, Teracom Limited, E-mall Infotech and Tech solutions Ltd—to
set up and run its WiMAX business in 16 circles on a revenue share franchisee basis.

BSNL had cancelled the earlier tender in June 2009 after its investigations revealed that five of the six shortlisted companies were acting as ‘fronts’ for certain individuals. As first reported by ET, BSNL had then sought fresh bids or franchisees across the country to roll out the WiMAX platform, the technology that allows users the wireless access to high-speed internet and other data applications over a large area. BSNL expects WiMAX to generate multi-billion dollar revenues over the next 10 years.

A BSNL executive confirmed that bids or expression of interest (EoI) for launching WiMAX services were received on Thursday from five companies. The 16 circles are Haryana, Uttar Pradesh East, Uttar Pradesh West, Bihar, Himachal Pradesh, Assam, North East, Kolkata, Rajasthan, Madhya Pradesh, Orissa, J&K, Karnataka, Tamil Nadu. Chennai and West Bengal. “The project will be on a revenue sharing basis and successful bidders must also do the marketing and provide after sale support,” the BSNL executive said.

BSNL will now analyse the bids and see if the companies meet all the parameters. Companies offering the highest revenue to BSNL will be awarded the contract, he added. The tender conditions specify that only companies with a turnover of over Rs 100 crore for two consecutive years would be allowed to bid.

The WiMAX project was slated to be underway earlier this year, but was delayed as a string of ‘shell’ companies that existed only on paper had made it to BSNL shortlist. The telco subsequently cancelled the tender after its own investigations revealed that five of the six shortlisted companies—WiExpert Communications, SV Telecom Systems, Digitelco Communications, Spectrus Communications and Technotial Infoways—were acting as ‘fronts’ as they shared the same corporate details, notaries, auditors and dates of incorporation, and even their last annual general body meeting was shown to be held on the same day.

BSNL also came under pressure from its labour unions to scrap the earlier tender following reports of widescale corruption in the methodologies adopted to shortlist successful bidders. In the last election campaign, opposition BJP had alleged that five of the six shortlisted companies were promoted by telecom minister A Raja’s confidant Sanjay Kapoor and had sought a CBI probe into the issue.

BSNL already has a tie-up with US-headquartered Soma Networks, which runs WiMax services for the PSU in the circles of Gujarat, Maharashtra, including Goa, and Andhra Pradesh.

BSNL- HCL Deal For Better Penetration Of Rural Broadband Services

Government telecom operator, Bharat Sanchar Nigam Ltd, and HCL Infosystems, a major IT player, have joined hands for working on National Broadband Penetration Programme. This is an initiative taken by the government for ensuring a faster penetration of information technology in rural India.

The Universal Service Obligation Fund, which was initiated by Department of Telecommunications, will be controlled by BSNL for the implementation of this project. USOF was set up to enable BSNL to provide broadband to rural areas at a subsidized rate.

USOF will provide a subsidy of Rs.4,500 per broadband connection that BSNL will roll out through its 27,789 rural and remote telephone exchanges.

The customers of the rural regions can avail this service at Rs.2,250 after which they have to make a monthly payment of Rs.300 for computing device and Rs. 90 or Rs. 150 for the broadband services.

Personal computers will be available at HCL's Touch outlets that have a network across more than 4,000 towns.

"This is indeed one of the major initiatives to bridge the digital divide by offering personal computers plus broadband at subsidised rates to our customers," said BSNL chairman and managing director Kuldeep Goyal. HCL will also be putting up call centres for technical assistance.

India to Auction 3G Mobile-Phone Licenses in December

Sept. 14 (Bloomberg) -- India, the world’s second-largest wireless market by users, said it will start accepting bids for licenses to offer high-speed services on Dec. 7, a move that may help boost revenue at Bharti Airtel Ltd. and other carriers.

Bidders must submit any queries they have by Oct. 8, before a pre-bid conference on Oct. 12, and applications for the permits must be made on or before Nov. 13, the Department of Telecommunications said in a statement on its Web site. The government said last month it may raise about $5 billion from selling licenses for mobile-phone and wireless broadband Internet services.

The sale will pave the way for faster data services in India, the biggest economy in the world not to offer 3G nationwide. India’s number of mobile-phone subscribers has room to triple from more than 440 million, giving Sweden’s Ericsson AB, China’s Huawei Technologies Co. and Finland’s Nokia Oyj incentive to compete for network-equipment orders.

The third-generation services “will be the next phase of growth,” Nishna Biyani, an analyst at Mumbai-based Prabhudas Lilladher Pvt. said by telephone. Carriers will use the permits for airwaves to initially boost revenue from improved voice services even as they add data and broadband offerings, he said.

Bharti, India’s largest wireless operator, expects the start of high-speed services to boost “voice efficiencies” and the speed of data downloads, Chief Executive Officer Manoj Kohli said on Aug. 27. The carrier is eager to participate in the auction, he said at the time.

Gaurav Wahi, a spokesman at second-ranked Reliance Communications Ltd. declined to comment on whether the Mumbai-based operator will participate in the auction.

Revenue From Auctions

The auctions for licenses to operate third-generation mobile-phone services and WiMax wireless broadband services will earn India about 250 billion rupees ($5.13 billion), Communications Minister Andimuthu Raja said Aug. 27.

A group of ministers set a minimum price for a pan-Indian permit at 35 billion rupees, ending a nine-month deadlock over the pricing of the licenses. As many as four slots will be auctioned for each of the nation’s 22 phone-service zones, Raja said at the time.

Bharti, Vodafone Group Plc and other mobile-phone companies may gain customers by offering faster services such as music and Internet downloads that could help them offset slowing revenue growth in the more profitable urban markets. The world’s largest wireless market after China has attracted Norway’s Telenor ASA and Japan’s NTT DoCoMo Inc. AT&T Inc., the biggest U.S. carrier, has said it wants to start services in the South Asian nation.

‘Requested to Monitor’

“Participants are requested to monitor the auction Web site actively” for any changes in the schedule, the department said in its statement.

India’s Finance Minister Pranab Mukherjee has sought to delay until next year the country’s auction of rights to provide third generation mobile-phone services, Mint newspaper reported last week, citing a person familiar with the development.

India in November picked NM Rothschild & Sons Ltd. as the independent auctioneer to help it sell the permits and initially aimed to complete the process by Jan. 15.

State-controlled Bharat Sanchar Nigam Ltd. and Mahanagar Telephone Nigam Ltd. currently offer high-speed services in some parts of the country. The carriers have been exempted from the auction process.
